Stephen Feller is the Chief Administrative Officer and Trust Administrator of the Municipal Risk Management (MRM) pooled trusts, which are self-insurance programs for workers compensation and property/casualty for local governments in Pennsylvania. He was appointed to this position in October of 2015.
Prior to joining MRM he had a 35 year career in local government. For the past 14 years he served as Municipal Manager of Mt. Lebanon, PA which is a first ring suburb with 33,000 residents in suburban Pittsburgh. Previously, Mr. Feller served as an executive with the Maryland Port Administration and as City Administrator of Hagerstown, Maryland.
Mr. Feller is a Full Member of the International City Management Association and was one of the first Managers in Pennsylvania to become an ICMA Credentialed Manager. Since 1990, he has volunteered with the National Association of Schools of Public Administration, and is a past member of the Commission on Peer Review and Accreditation which is the national accrediting agency for Masters of Public Administration programs. He is also Past President of the Maryland City and County Management Association. Mr. Feller was also a member of the MRM Loss Control Committee from 2003 through 2015.
John has served as the Risk Manager of Municipal Risk Management since its creation in 1982.
Prior to his service with MRM, he spent seven years as a local government administrator.
A graduate of Duquesne University, he is a member of the Society of Property & Casualty Underwriters (CPCU) and holds the Associate in Risk Management (ARM) professional designation.
He is a past president and current treasurer of the Pennsylvania Chapter of the national Public Risk Management Association (PRIMA), serves as a risk management peer consultant for the Governor's Center for Local Government Services as well as an instructor on insurance/risk management for a variety of public and private sector organizations.
Rick has been with MRM since 2002. He is one of the Trust’s two Claims Supervisors and performs underwriting, loss control, member relations and various financial reporting. Rick has been actively engaged in growing the Trust’s membership throughout the Commonwealth.
He is a licensed Insurance Broker having earned both his Chartered Property Casualty Underwriter and his Associate in Risk Management professional designations. Rick graduated from Penn State with a Business degree and a major in Finance. He previously worked for the Commonwealth of Pennsylvania and also has private sector experience with the Fortune 500.
Donna Cox-Bird is a Senior Claims Adjuster with an Associate in Claims (AIC) designation. AIC is a professional designation administered by the Insurance Institute of America that provides claims professionals with enhanced skills and expertise in claims handling issues.
She has 24 years of claim handling experience.
Meghan Graham has been a Claims Adjuster in the MRM Trust Claims Department since October 2010. She earned her Bachelor of Arts degree in Sociology (Human Services) from Indiana University of Pennsylvania in 2005, and became a Certified Disability Management Specialist (CDMS) in 2010.
Prior to MRM, Meghan worked for Hoover Rehabilitation Services, Inc. as a Vocational Counselor.
Rochelle Johnson is the newest claims adjuster with MRM Trust. She earned her bachelor’s in Healthcare Business Administration in 2018.
Prior to MRM, Rochelle worked for Workwell as a billing and accounts receivable administrator for Workers’ Compensation.
Christine is the Deputy TA/CAO, Chief Financial Officer for MRM. In this role her responsibilities include management of finance, human resources, office administration and operations. She has been a part of MRM since 1986.
Christine began her career as Office Manager with the Allegheny League of Municipalities and Municipal Risk Management, leaving 13 years later to start a family. She re-joined the MRM team in March of 2011.
Marlene has held the title of Office of the Secretary for MRM since 1981.
She performs the duties incident to the Office of Secretary and such other duties assigned to her by the Chairman or the Board of Directors.
